Use the binding to make a tiny waistband for the doll’s skirt and use the lace make a lace border on the pantaloons.

To make pantaloons:

fold 3” muslin with lace attached to the hem or use 3” eyelet lace
Stitch a front seam 1/3 down.    (I’ve used pink thread here so you can see the stitching).

Fold this piece in half so the 1/3rd seam is in the middle
and cut the back up to the stitching in the front.

Then stitch the crotch seam.  (I used a rolled hem stitch to finish the waist seam).

Fold down the finished waist seam to make a waist band.

Slip the pantaloons on the doll and gather the waist with hand stitching... securing the waist band as you stitch.

Now, to make the skirt, grab that tiny binding and stitch it to the skirt right sides together.

After folding the skirt in half, stitch the side seam as shown.

Then, after folding the waist band down, turn the skirt to the right side.
